This type of financing tends to be used for projects that have high capital requirements, complex risks and an inability to raise adequate farms from conventional sources (Beidleman et al, 1990). The Med Tunnel is a project that is huge and complex in nature. The idea behind the tunnel is that will link the borders of Greece and Italy, using a tunnel beneath the Mediterranean Sea to shuttle goods and passengers back and forth. There are huge risks and uncertainties to such a project, particularly in regards to financing. First of all, there is no guarantee that fixed costs during the construction phase will stay fixed. Second, funding through traditional means will be difficult because the project is so huge and fraught with such uncertainty. Third, in constructing this project, two different governments with different fiscal policies will be involved. And finally, there is the question of pricing the services -- as we will stress throughout this paper, the transportation must be priced high enough to offset incurred and anticipated costs while being low enough to attract passengers. To better understand the risks and uncertainties surrounding such a project as Med Tunnel, we will rely heavily on literature about risks and uncertainties that plagued the construction and operating of the Eurotunnel.
