is immediately accessible to all, whereas others tend to be more specialised. For example,
the Edinburgh Leisure Annual Report for 2001 - 2002 is extremely detailed with regard to financial issues, and the way that the annual budget has been managed, with charts and
graphs which illustrate these issues effectively. However, it does not offer a more general and easily accessible overview of what has been achieved throughout the period which the report covers.
In contrast, the annual report on leisure from Basingstoke, whilst perhaps offering
less detail on financial issues than might be expected, gives a much more comprehensive overview of the range of leisure services and facilities which are available. It is not only
concerned to delineate the various areas in which services are offered, but also gives a realistic assessment as to how well elements of the current action plan have been enacted.
The Arts and Heritage section, for instance, lists the new
projects which have been undertaken throughout the year and explains how these have been funded and managed: in areas where there has been a disappointing outcome, such as the fall
