A 15 page paper. Institutions of higher education have been in a state of transition across the world for at least the last decade. As a result, they have had to re-examine how they are governed and managed. In the scenario for this paper, a new college head has "empowered" staff members but many do not know what they are supposed to do. The essay discusses leadership styles, specifically, the democratic style, total quality management and the European Foundation for Quality Management's Excellence model. Empowerment is also discussed in terms of what it means and how it can go wrong. These two topics are analyzed in terms of the scenario, which leads to conclusions and recommendations for the college/university in the scenario. Bibliography lists 13 sources.

As a result, these institutions have had to examine seriously how they are governed and managed (Davies, Hides and Casey, 2001). The old management standards of collegiality are not fully accepted by customers who expect colleges and universities to utilize more business-like leadership and management models (Davies, Hides and Casey, 2001). A new organizational vision that incorporates a more "outward-facing, customer-centered element, which is at conflict with the inward-looking culture that previously was prevalent in universities" (Davies, Hides and Casey, 2001, p. 1025) is being advanced. Student populations increased by as much as 25 percent between 1994 and 2000 and led to a "mass market for taught programmes" (Davies, Hides and Casey, 2001, p. 1025). Pressure from the business sector has resulted in the adoption of more quality assurance measures in higher education institutions (Davies, Hides and Casey, 2001). The ultimate goal is a better match between what students learn and what industry needs, in other words, a better transfer of knowledge from college/university to both public and private sector organizations (Davies, Hides and Casey, 2001). These demands and expectations have also led to a change in the basic thinking about the governance models in universities, moving from an administrative perspective to a managerial and leadership perspective (Davies, Hides and Casey, 2001).
