While crimes statistics in many areas show a downward trend, people wonder about the response time of the police and whether the measures currently being employed will in fact make them safer. Distrust and fear of the police is at an all time high. Due to various high profile cases in the news, there are a number of hot issues where police policies and responses are being criticized and studied for change. Among these are the response to domestic violence and the overall philosophy of community based policing versus mere reaction to crime as reported. While these do not exhaust the issues concerning police effectiveness, they are illustrative of what is of concern to police departments around the country today. Until relatively recently, domestic violence was largely ignored by police as a no-win situation in which prosecution was unlikely. However, recently arrest has become the preferred way to respond to domestic violence situations. This is backed up with reducing the control prosecutors give victims over whether cases are tried, and with increasing use of victim protection orders and court-ordered treatment of offenders (Davis 541). It must be noted that police were not unjustified in their reluctance to arrest perpetrators in the past. It was not uncommon for charges to be dropped once the immediate violence stopped, and the noncooperation of the victim was a great source of frustration, as was the seemingly never-ending cycle of calls from the same parties. This was a situation which could not have been solved effectively by only the police.
