France and Germany are three nations that have offered all of its citizens access to totally free higher education. The budgets of those governments are as tight as those in the US, however, and each is suggesting that perhaps students should pay tuition fees (Wallace, Boston, Labi and Rosenberg, 2003). Students have been motivated to begin marching over the issue. Students in the United States have been dealing with this matter from the beginning, of course. The problem in the US is not that students pay nothing, but that they do not pay the full cost of their education. Tuition, high though it seems, is nominal at land-grant universities, those obligated to admit any state resident who can meet entrance requirements. Supported by a combination of research, state and federal funds, state and federal governments are cash-strapped themselves and have reduced contributions to higher education. The institutions themselves are left to plan and implement strategies that can help them avoid financial catastrophe. Backfiring Systems Amid great opposition in the heart of the Bible Belt, Tennessee voters approved the institution of the lottery in Tennessee, where it was implemented on January 20, 2004. The key factor in the lotterys approval by the voters was the promise that all proceeds would go directly to Tennessee schools. Most would be used in public elementary and secondary schools in Tennessees public school districts, but a significant portion also would be used to pay for scholarships for Tennessee residents. Tennessee has long had a program in which top high school students can gain admission to the University of Tennessee system under a program that waives tuition. ...
