have been enacted. Discussion Reading the various sources that are reporting on this plan, two things become apparent immediately. First, the issue has become a political hot potato that is now tangled up with the presidential campaign; and second, Americans tend to be somewhat irrational on the subject of illegal immigration. The 9/11 attack has made us even more distrustful of "foreigners" than ever before, and the never-ending recession makes us resentful of anyone we think might be coming here and "taking jobs away from good Americans." However, we seem to turn a blind eye to the migrants picking our crops and taking care of our children; America has no coherent policy on illegal immigrants and so efforts to either help them or keep them out become exercises in futility. Spitzers proposal seems to have been motivated by compassion: these people are here and they contribute billions of dollars a year to the economy; it seems reasonable to infer that since they do so, we should at least acknowledge their existence. That appears to have been part of what Spitzers plan was: to make licenses available to illegal immigrants instead of trying to pretend that they arent here and dont drive. The basic plan was announced by the New York Department of Motor Vehicles (DMV) and Governor Spitzer on September 21, 2007; it was presented as an "administrative policy change that will give all New Yorkers the opportunity to apply for state driver licenses without regard to immigration status" (Department of Motor Vehicles changes license policy to include more New Yorkers and implements new regime of anti-fraud measures to strengthen the security of the system, 2007-hereafter "DMV changes, 2007").
