The 1998 presidential election, for example, reflected the ongoing decline of minority voter turnout when compared to the number of black and Hispanic registrants. Illustrating the lack of fortitude in presidential policies that directly impact minority populations, Richie and Hill (1998) note how these statistics clearly indicate how the American vote is one typically and historically cloaked in white. "Its voter turnout is among the worlds lowest: in the 1998 congressional elections, turnout among eligible voters may dip below 35 percent. A nation largely of immigrants, the United States increasingly complex racial and ethnic diversity cries out for modification of the distortions of winner-take-all elections...Low voter turnout means that potential supporters of reform arent at the polls to support it. Racial and ethnic diversity means that the white majority can feel more threatened than anxious to allow the potential electoral success of racial minorities" (Richie and Hill 1998, PG). President Bushs plans regarding the 2003-2004 federal budget reflect a multifaceted collection of issues that demand equal economic attention: banishing terrorism, securing the homeland and creating long-term economic growth.
