Gangs are a growing problem in modern society. A number of measures have been taken to alleviate that problem. One measure is the Gang Resistance Education and Training (G.R.E.A.T.) program, an in-school program which targets middle school age children in hopes of deterring their interest in joining gangs. The G.R.E.A.T. program is purported to work by informing students of the potential dangers in gangs as well as by increasing their self esteem and allowing them to set goals, resist pressures, and resolve conflicts in their lives. While the specified objectives of the G.R.E.A.T. program are commendable, the effectiveness of the program is not beyond question. The purpose of this paper is to review the longitudinal quasi-experimental research conducted by researchers at U.S. Department of Justices, Crime and Justice Research (which assesses the effectiveness of the G.R.E.A.T. program) and to comment on the validity of that assessment. On outward appearance the G.R.E.A.T. program would appear to be a right step in regard to the deterrence of gang activity. The national study of the program reports that its intent is to "provide life skills that empower adolescents with the ability to resist peer pressure to join gangs". It does so in an approach that encourages behavioral change which encompasses instruction, discussion, and even role playing. The Honolulu Police Department, the agency in which the G.R.E.A.T. program was implemented in 1992 to replace P.A.G.E. (Positive Alternative Gang Education), a program used in the district since 1990, identifies the objectives of the G.R.E.A.T. program as: "1.
