The way in which the housing associations, which are often registered as charities, meet the needs of their clients varies dependant upon the type of organisations and the remit they have. There are differing organisations which may focus on specific needs, such as housing for disabled or housing for the young or sheltered accommodation for the elderly. These organisations are likely o have other charitable funding and usually have a high level of understanding of specific client needs. This is a benefit of specialisation. However, there are a large number of non specific housing associations and organisations which have a broad variety of tenants or clients, so meeting the diverse needs can be a challenge, especially where there are limited resources1. The question is how well a housing association meets the needs of its clients. There must be benefits to the transfer of property from local authorities to housing association as since 1988, when the practice started, more than 730,000 homes have been transferred with more than 170 transfer transactions that have raised a total of ?11 billion which can be used for repair and improvements, benefiting the tenants and other stakeholders who have an interest in the area (Wakefield Council, 2008). These are funds which would not have been available under council ownership, so increase the potential of housing associations ability to meet the needs of clients compared to the former ownership under councils so increases access to the funds for the housing associations and lowers potential liability of the local authorities (Haralambos and Holborn, 2005).
