Today, nearly 55 percent of all adult Americans can be classified as overweight or obese and the incidence of overweight/obesity for children and adolescents is also climbing (FDA and NIH, 2008). The health consequences of this trend can be personally devastating, which is why this problem is one of the many issues addressed by the Healthy People 2010 objectives, in which objective number 19-1 is to: “Increase the proportion of adults who are at a healthy weight” (FDA and NIH, 2008). A healthy weight is “defined as having a body mass index (BMI) equal to or greater than 18.5 and less than 25” (FDA and NIH, 2008). To formulate a public policy that would achieve this goal involves addressing multiple issues. Bibliography lists 2 sources.

While the contributing causes to becoming overweight/obese are multiple and complex, research verifies that the key-contributing factor is the ratio of energy expenditure to energy intake (Dart, et al, 2005). The cornerstone of policy proposals that relate to the Healthy People 2010 objectives regarding overweight/obesity focus on: "Improving diet and weight management; Increasing daily physical activity; (and) providing quality, accessible and effective health education in communities" (Dart, et al, 2005, p. 20). Research indicates that low-income, minority members face a higher risk for developing overweight/obesity due to several socioeconomic factors, such as the affordability and availability of inexpensive high fat, high calorie foods that are low in nutritional value. High risk also results from the fact that poor neighborhoods frequently lack "well-maintained sidewalks and streets, and safe outdoor spaces or exercise facilities," all of which are factors that are non-conducive to physical exercise (Dart, et al, 2005, p. 20). In the program described by Dart, et al (2005), the faculty of Texas Christian University collaborated with various community agencies to formulate a prevention/ intervention program that addressed the needs of a low-income Fort Worth, Texas community in regards to this objective.
