Examples of government intrusion into individuals lives can be found virtually everywhere. The quality of healthcare varies widely between the United States and China, but in both countries, the effect of government involvement is that individuals largely have to make their own healthcare decisions regarding access to care. United States There has been great attention to containing costs while improving quality over the past generation, but many of those cost initiatives have failed because of government involvement: ultimately, it is Medicare that sets the pace of cost increases in US health care (Rehnquist, 2001). Medicare establishes what it will and will not pay service providers, and includes automatic cost increases with each years budgets. American healthcare is based on a third-party payer structure, where the recipient of services generally is not the one paying the bulk of the cost of those services. Insurers will pay those charges they label "normal and customary;" they make their determinations from what Medicare has decided will be acceptable for "normal and customary" charges for services (Cantone, 1999). The end result is that the government takes the lead in establishing price points in US healthcare. Most of those insured by third-party payers have had all or part of their healthcare premiums paid by employers. Competitive pressures in business combined with spiraling premium costs have resulted in fewer numbers of Americans being covered under healthcare insurance each year. Social programs exist for the very poor, but the working poor, single mothers and many children are excluded, making too much income to qualify for social programs but making far too little to be able to afford healthcare premiums of several hundred dollars monthly. ...
