In recent years, a focus on topics ranging from services for students with disabilities to adherence to the principles of the No Child Left Behind Act has increased governmental participation in public education. Governmental control comes over public education comes in a number of forms. Public education begins with funding with federal directives for access to education, which are defined by the United States Department of Education. Funding for public education, though, is initiated on state and local level, with individual state Boards of Education governing the process by which schools are developed and maintained. The local school boards and administrators work on behalf of the federal and state governments in applying the legal directives for public education to the specific school settings. In recent years, an increasing focus on the role of federal directives and the impact on funding and operation of public schools have been noted. The United States Department of Education maintained that when the Individuals with Disabilities Act (IDEA) were reauthorized in 2004, the members of Congress supported the growing evidence of value for methods to improve educational opportunities for all students, and focused on governmental paternalism to realize this goal. Both the IDEA and No Child Left Behind are based on the belief that educational initiatives should be geared to the individual child and that all children should achieve grade level performance in school (Reading Today, 2008).
