A 6 page paper assessing some of the issues complicating creation of a federal department that can increase security in America without limiting the individual freedom and liberty on which the country was founded. All of the federal government has been long overdue for the same kinds of structural reorganization that has been occurring in business for nearly a generation. A better approach to establishing a Department of Homeland Security might be to give such a department time-limited license for existence, allowing it to take the steps necessary to increase the security of our free and open society, but making its secondary mission that of overseeing reorganization of the entire federal government. Such an undertaking would take years in corporate time; in government time it would take even longer. It is an approach to increasing security without further limiting individual freedom, however, and is well worth considering for long-range planning. Bibliography lists 6 sources.

Bush created the Office of Homeland Security shortly after the initial shock of the September 11 terrorist attacks began to subside slightly. Pennsylvania governor Tom Ridge had been involved in early recovery efforts and maintains ideology compatible with that of the Bush administration. President Bush named Governor Ridge to head the office. Neither Bush nor Ridge believed at the time that a separate government department would be necessary, that everything that needed to be addressed could be coordinated through the newly-created Office of Homeland Security (McCutcheon, 2001). Each since has come around to forming far different conclusions, however. The opportunity for political posturing is too great for several members of Congress to resist... The purpose here is to examine the issues surrounding creation of the Department. Basic Considerations Though Americas leading political parties can seem to be quite similar on many issues, one of the defining characteristics distinguishing between them is the view of the role of government. Republicans hold to the concept of a government restricted in size and in involvement in individuals lives. The more liberally-centered Democrats view entitlement programs far more favorably, seeking to deliver government services to all those individuals who could use a hand up. The effect is bigger, more intrusive government. Both parties hold largely the same view of the individual liberty and collective democracy that characterize and define America (Corbin, 2001).
