INTRODUCTION Temporary Assistance for Needy Families (TANF) became law on August 22, 1996, replacing the old Aid to Families with Dependent Children (AFDC) (Lens, 2002; USA Today, 2001). TANF falls under the Personal Responsibility and Work Opportunity Reconciliation Act passed by the federal Congress (WORC) (Lens, 2002). TANF was heralded as the program that would end welfare as it had existed since the 1930s (Lens, 2002). It did that but the success stores are somewhat exaggerated because many mothers with children are a lot worse off than they were under the old AFDC program. (Lens, 2002). Nonetheless, the Personal Responsibility and Work Opportunity Reconciliation Act and more specifically, the TANF program established by that act has also had many positive effects. Any parent in need can receive benefits under the TANF program for a total of five years during their lifetime (Lens, 2002).
