Strategy The strategy surrounding economic development has varied in accordance with time, geographic region, and even individual perspective. Both Kreuger (1999) and
Dornbusch (1992) favor an economic development strategy that features lower tariffs, floating exchange rates and export-oriented production. Garrett (2004), however, presents evidence that only some of the poorer countries have
benefited relative to richer countries and that middle-income countries have lost relative to both poorer and richer countries. Garrett (2004) contends, in fact, that the middle class (middle class individuals
and middle class political entities) are being squeezed out by globalization. Garrett (2004) explains the apparent controversy that exists between these viewpoints with the contention that the only way
there is to get ahead in todays environment is (for people and countries alike) found in one of two very distinct arenas:
1. an economy based on knowledge and skills where cutting edge technology is promoted, and
2. a technology based economy that is driven by low wages and fed by the completion of routine tasks for the lowest possible cost.
Garret (2004) points out that while we might try to explain away a countrys failure in the globalized market with
a concentration on other traumas that have occurred within the country, in reality that failure is based on nothing more than whether a country can fit into one of the
