This is not a modern problem, abuse and exploitation of children has occurred for centuries, however, it may be argued that part of the issue in achieving this is the changing social values. In past centuries it was acceptable for children to work, in many cases it was expected and needed in order for a family, including the children to eat. Indeed, in many areas the same attitude can be found. The value in terms of what is and is not exploitation can therefore be seen as subjective and what is seen as abuse and by some may be seen as necessary and normal by others. While this remains subjective there is unlikely to be a universal acceptance and realization of this goal. The issue of abuse has received increasing levels of attention over the last half a century, it was in the 1960s when there was first a full description to the term " battered child" (Daro, 1988;2). Since that time there have been many studies into the subject of child abuse, what it is, the causes, the apparent cyclic behaviour and the way that it may be prevented. Early studies indicated that abusers were more likely to have been abused as children than non abusers. There was a distinct correlation noted, however, the ability to prove causation was much harder; many abused children did no grow up to be abusers, just as many abusers themselves were not abused.
