International conflict brings into play a number of philosophical opinions as to what is the correct approach to achieving peace verses what is
the incorrect approach. Gusterson (1993) reviews these opinions in terms of the international order which came into play after the Cold War. He and other writers recognize that
any systematic effort to understand American foreign policy during the Cold War must come to terms with the containment doctrine and strategies. These strategies varied, of course, over
time. This variation lends to the fact that the years which fell during the Cold War became some of the most interesting of world history. Nye (1993) concurs
with Gusterson that the opinions regarding international order during this critical time in history can be broken into two broad classifications, those of the Realists and those of the Constructivists.
Under the Realist School international conflicts were viewed as inevitable and thus impossible to avoid. The Realists contended that states, by their very nature, are in a constant
struggle to one-up one another in terms of their international power. The Realists also contend that any artificial alliances simply collapse when the threat that caused their creation no
longer exists. The Constructivists, in contrast, contend that alliances exist because states have an agreement in place and that even when one state is more powerful than another the
individual states will continue to abide b the agreement. The intent of the Cold War, of course was to stabilize world politics and
to maintain peace. In reality, it could be contended that the real outcome of this political approach was anything but a peaceful and secure world order. Indeed, the
