issue of computer ethics can be seen to become increasingly important. The way computer can and should be used is still an issue of controversy and the development of computer ethics as a subsection of ethics reflects this. The phrase computer ethics is open to both a broad and a narrow interpretation. In the narrow perspective there may be the attempt to apply ethical frameworks or models, such as utilitarianism to Kantianism to the use of computer technology. The wider view of computer ethics can include elements such as professional standards, public policy and the law and even spread outwards to areas such as sociology and corporate ethics. If we look to the development of computer ethics as a subject then we need to look to the 1940 and the work Norbert Wiener who was a professor at MIT and developed an anti-aircraft cannon that was able to shoot down warplanes that moved quickly. This saw the development of cybernetics, and this led Wiener and his counterparts to realise some pertinent and forward looking facts. He stated; "It has long been clear to me that the modern ultra-rapid computing machine was in principle an ideal central nervous system to an apparatus for automatic control; and that its input and output need not be in the form of numbers or diagrams. ...... Long before Nagasaki and the public awareness of the atomic bomb, it had occurred to me that we were here in the presence of another social potentiality of unheard-of importance for good and for evil." (Wiener, 1948; 27-28).
