With programs implemented to try to provide a semblance of solid education and grooming for children to become good citizens, juvenile delinquency prevention is something being accomplished in states like California. Boone (1997) writes about a study comparing four intervention programs with Californias three strikes laws, such as early childhood intervention programs and school based interventions. Such interventions may indeed make three strikes laws a thing of the past. An example of an early intervention program in the state of California that hopes to accomplish a number of goals is provided by Stanley (2004) in an article entitled "California Program Focuses on School Readiness." Stanley (2004) writes: "California State University, Long Beach, in collaboration with Long Beach Unified School Districts Head Start and Child Development Centers, and the community childcare agency Young Horizons implemented an intervention and evaluation program to improve childrens school readiness. The focus of Readiness and Early Activities for Children from the Heart (REACH) is the education and retention of early childhood professionals in childcare centers within the 90806 ZIP Code of Long Beach, California" (69). REACH is a program that helps to improve childrens readiness levels for school and to retain early childhood professionals in the area of early childhood education (Stanley, 2004). REACH assists teachers to provide instruction on literacy in the classroom and it is a program that contains an evaluation component (Stanley, 2004). This way, the effects of the interventions may be assessed on children who live in the zip code in which the programs have been implemented (Stanley, 2004).
