Daniel Patrick Moynihan, has long argued that the CIA is gravely flawed, and it has outlived its usefulness. Considering the current political curb on federal spending, Senator Moynihan may have a point. Intelligence budgets tripled between 1980 and 1990. During the final decade of the Cold War, intelligence agencies enlisted the aid of a broad group of analysts and officers whose still remain with the Agency. Now what drives financial requests is an insistence for ever-more sophisticated-and expensive "technical collection systems" (Prados). CIA Bill Clintons administration came to Washington at a time when the nature of the challenges faced by the United States was changing. The country has been forced to confront a pattern of international relationships that differ from the pattern of the past.
