election in 1996, political pundits were discussing whether or not Clinton and his politics were a betrayal of old-style Democratic Party liberalism. Clinton defined his political position as neither liberal nor conservative, but rather as a "Third Way." Whether or not one defines the "Third Way" as simply election rhetoric, a more moderate form of liberalism, or conservatism in disguise, analysis of Clintons presidency and politics, focusing specifically on his welfare policy, shows that he was not a Democratic liberal, in the traditional sense of term. In fact, there are numerous sources that indicate that Clintons departure from liberal ideals was recognized and discussed throughout the 1990s and his presidency. In 1996, The Progressive ran an editorial (Liberal, RIP) that asserted that the difference between the Democrats and the Republicans were simply "window dressing," as the liberal wing of the Democratic Party had atrophied under the Clinton administration (p. 10). Likewise, political commentary following the Democratic National Convention in 1996 speculated whether or not a "showdown" between "New Democrats," led by the Democratic Leadership Council and the "populist" old-style leadership of the Democratic House was inevitable (Judis, 1996). Nevertheless, Republicans predicted that in his second term, Clinton would take a decisive turn to the political left. Clinton confounded his opposition by keeping to a decidedly conservative course. In his second term in the White House, Clinton espoused a commitment to a balanced budget and allowed none of his "many micro-liberal initiatives" to interfere with his broader message of "moderation and fiscal restraint" (Lowry, 1997, p. 24). Whatever else historians and analysts decide concerning the ramifications of the Clinton presidency, it is clear that he presided over an era of change and turmoil for Democrats and their liberal traditions (Clintons era, 2001).
