The introduction of non-indigenous species to environmentally sensitive areas around the world has been a growing concern. Ballast waters, those waters pumped aboard ocean going vessels as a means of controlling their weight is one of the primary mechanisms of introduction affecting areas such as the Irish Sea and Western Europe as a whole. Numerous political entities have become involved in the efforts to control the inadvertent transportation of flora and fauna and to address the harm that has already occurred. This effort must be ongoing if the future of our environmentally sensitive areas is to be protected. The International Maritime Organization (IMO) is just one of several organizations that has recently introduced measures to manage ballast water for the purposes of preventing the spread of alien species in Western Europe. The Swedish Environmental Protection Agency has recently ranked invasive species as third among the many ecological threats that exist in the Baltic Sea (Greenpeace International, 2006). Western Europe as a whole, of course, is vulnerable to this threat. IMO, the Committee of North Sea Officials (CONSSO), and the Issue Group on Sustainable Shipping (IGSS) are the coordinating agencies seeking the cooperation of the European Union, OSPAR and HELCOM in delineating large-scale long-term management strategy. Although talks and negotiations on the specifics of the measures that will be put in place are just beginning in earnest, these measures will likely include management strategy that varies in intensity in accordance with the risks presented by specific vessel types and activities.
