the Coyote Valley Cisco Systems, based in San Jose, CA, is a high-technology business that was in the right place at the right time when the Internet boom came about. The company, which designs and manufactures routers, servers, cables, switches and modems that connect to the Internet, saw a huge demand for its products during the late 1990s. With that demand came more hires - and the need for more space. The solution to the space was an industrial park to be built in Coyote Valley, just south of San Jose in a semi-rural area. The 400-acre site was a natural dream, containing as it did orchards, oak trees, creeks and mile after mile of grassland. Ciscos plan was to build a $1 billion campus that could hold up to 20,000 employees and park up to 22,000 cars. The company also planned to set aside 270 acres for open space, 90 acres for landscaping and recreation and an additional $122 million investment in public roads, a fire station and freeway interchange. While Cisco felt it needed to expand quickly to compete with larger rivals, the folks in and around Coyote Valley were mixed about the new campus (nicknamed "Cisco City"). The San Jose Chamber of Commerce, an organization of local businesses, liked the expansion idea, pointing out that it would help raise property values by bringing in more businesses. But outside San Jose, concerns were raised by residents in the towns of Salinas, Watsonville and Hollister, as they wondered where all the people would live and how the infrastructure would support the influx.
