The other, of course involves a transaction between a consumer (end user) and the supplier or vendor. The target markets are different, the reasons for existence are different. But ethical, legal and regulatory issues can differ from between these sites as well. Back in 2000, Phillips and Meeker with Morgan Stanley Dean Witter pointed out the huge difference between a consumer ordering a book from Amazon and a customer ordering a turbine engine from a supplier over the web. "Relationships between customers and suppliers and partners in B2B are much more complex, long-term, often contractual and involve bigger dollars," the authors pointed out. As such, legal ramifications are going to be vastly different. Credit needs to be set between B2B users, versus a B2C relationship, in which a credit card or PayPal is used. As such, there are legal ramifications as to when a supplier or customer is required to pay for an item "on credit." There are also the issue of contracts that are different - given the relationship between a B2B vendor and client is likely going to be long-term, contracts are going to be more formal than the relationship between a B2B customer and retailer. Compliance regulation also differs. B2C compliance tends to boil down to a couple of things; namely, let the buyer beware and trust the vendor. If the buyer is very upset with a vendor, he or she has recourse, either through the state attorney general or the Better Business Bureau.
