Discussion Unlike most of the poleis of Greece, Athens was moving away from the rule of a few toward democracy; this was largely due to "two parallel sets of circumstance that influenced politics in Athens" (King, 2005). The first was the political importance of the hoplites (soldiers); the second was the political reforms enacted by Solon and Kleisthenes (King, 2005). King notes that the actions of these men led to the development of Athenian democracy, but is unsure if that was their intent or not. At any rate, Solon "made a code of law for Athens at the request of his countrymen" (King, 2005). Before his reforms, there was a struggle between the people and the aristocracy in Athens and conditions were harsh for the poor: "... many people were considered sixth-partners (hektemoroi), and if they failed to pay rent for the land on which they worked they were subject to seizure, along with their children" (King, 2005). Solon recounts his accomplishments in poetry: "Others, who were subjected here to shameful slavery, / Fearing the whims of their masters, I set free" (King, 2005). Solon is considered the "first champion of the people" because of his reforms (King, 2005). Three of his reforms are of special importance: " the ban on loans made on the security of the person, the permission for third parties to prosecute those who have done wrong, and the right to appeal to the jury court" (King, 2005). The aim of these reforms was to protect the people from the "exercise of arbitrary justice" by the wealthy and powerful (King, 2005).
