Areas of improvement are more prevalent however and focus on the strengthening of the pre-referral system of students to the special education unit as well as to provide and locate service providers such as speech therapists and psychologists. Other concerns include the training of teachers according to the the No Child Left Behind Act. In completing a plan for such a district, what is the rationale for evaluation? The rationale is a bit obvious and not peculiar to this particular school district. According to Sanders (2000) school programs should be evaluated because successful program development will be a consequence of that. In order to have successful programs, planning is a tool, but evaluation is a significant step in the process. In this particular case, where a program needs to be designed for Special Education specifically, an evaluation of the entire budget and what can or should be allotted to special education is sometimes helpful. Sanders (2000) suggests that when gathering data, certain important questions be asked. For instance, he asks a specific question in respect to an example provided: "How well are students performing on science objectives?" (2000, p.19). This concept applied to the case study at hand would requisite questions such as, how many service providers are already working at the school? What are the needs of the students that are presently not being met? Data collection is of course vital to any evaluation.
