that some governments view the U.S. and its public diplomacy as something that is aligned with arrogance. Things have deteriorated since the first Gulf War. At the time, in the early 1990s, everyone supported the effort, but the end result of the wane in popularity would end in turmoil on the morning of September 11, 2001. By many accounts, it seems that the U.S. strategy to market itself as a friendly but strong nation has backfired. Many small countries do not see the U.S. as the good country it claims to be. The State Department has been ineffective largely because it cannot compete with measures taken by the larger government. How can it explain away an unpopular war and rhetoric by a president who simply talks about getting the bad guys? As George W. Bush labels many people around the world as evil-doers, it is hard for the State Department to make any headway. That said, the efforts to curtail terrorism have been working. It may be that the world is a safer place, but that is simply on the surface. Whether or not America is safer will only be known at a future date. II. Background In embarking on this topic, it pays to first stop and define public diplomacy. The term diplomacy goes back to 1796 and refers to the idea of folded paper, but more recently it has come to mean different things, and they are primarily derogatoryi. For example, public diplomacy was a term first used by someone in the Reagan administration and was compared to media diplomacyii.
