Additionally, there has been a huge controversy over public schools vs. private schools and whether or not parents should have the option to choose one or the other via voucher systems. Some states, such as California, have attempted to dismantle the affirmative action apparatus that was intended to give minorities access to higher education. Despite these varied directions and continuing controversies, this decade has seen the passage of some landmark legislation concerning the educational system of the United States. Recognizing that the American student population is behind academically when compared to those of other countries, the federal government has attempted to remedy this situation through the passage of various laws aimed at improving education in the public school system. Additionally, during this decade the federal government has continued to pursue a long-held goal of making higher education more accessible to those who have previously been denied this benefit. An analysis of the legislation that has been passed in recent years will verify that these two goals provide the main thrusts for education legislation in the 1990s. It remains to seen, however, if this two pronged approach will result in achievement of the desired goals. In order to fully understand how legislation impacts the U.S. educational system, and also to consider the problems that are inherent in realizing these goals, it is necessary to first see the current system in a historical perspective.
