president officially initiated the development of the strategy (Government of the Islamic Republic of Afghanistan, Summary, 2006). The ANDS is comprised of three volumes. Volume I discusses the governments overall policy objectives and the resources needed to achieve those objectives as well as the obstacles they may encounter, reports strategies the government will use and outlines the action steps needed for implementation. Volume II reports programs the government intends to complete and also includes measurement criteria. Volume III is "a collation of strategic plans developed by government line ministries and commissions" (Government of the Islamic Republic of Afghanistan, Summary, 2006). Volume I is entitled: "Islamic Republic Of Afghanistan. Afghanistan National Development Strategy. An Interim Strategy for Security, Governance, Economic Growth & Poverty Reduction." The contents of Volume I have been referred to as Interim because all three Volumes have not yet been adopted as government policy (Government of the Islamic Republic of Afghanistan, Summary, 2006). The Strategy incorporates "three pillars, eight sectors, and five crosscutting themes" (Government of the Islamic Republic of Afghanistan, Volume I, 2006, p. 25). The three Pillars are: Security; Governance Rule of Law & Human Rights; Economic and Social Development (Government of the Islamic Republic of Afghanistan, Volume I, 2006). The eight Sectors are: Security; Governance Rule of Law & Human Rights; Infrastructure & Natural Resources; Education; Health; Agriculture & Rural Development; Social Protection; and Economic Governance & Private Sector Development (Government of the Islamic Republic of Afghanistan, Volume I, 2006). The five crosscutting themes are: Gender Equity; Counter Narcotics; Regional Cooperation; Anti-Corruption; and Environment (Government of the Islamic Republic of Afghanistan, Volume I, 2006).
