the Afghan Millennium Development Goals (MDG) present comprehensive plans. The strategies to meet those goals and accomplish this huge task have yet to be adopted by the government of Afghanistan. That does not mean the government and the international community are not already working on many of the issues identified in both these documents. Quite the contrary, redevelopment has been going on in one way or another for several years. It does not seem as though there was a clear strategic plan to begin with. Officials needed to begin with an overall strategy of how each of the goals was to be approached. To review, this is a country that was destroyed over more than two decades of war and conflicts. The infrastructure was demolished, leaving the state without the most basic kinds of necessities, such as electricity. The country has a very high rate of poverty, and, of course, unemployment. It was one where girls were not allowed to attend school and gain an education. It has high rates of communicable diseases and a short lifespan for the people. Some progress has been made. For instance, there are many more health care clinics, roads and bridges have been rebuilt or newly constructed, projects under the supervision of different nations employ many Afghans. On April 29-30, 2007, Afghanistan held the Fourth Afghanistan Development Forum (ADF) in Kabul (Afghanistan Development Forum, 2007). Representatives from both the government of Afghanistan and the international community met to report, review, discuss and develop strategies for specific issues in the ANDS and the MDG (Afghanistan Development Forum, 2007).
