In 2006, the Alliance for Excellent Education (2006) reported these data regarding literacy in the United States: * More than 8 million children in grades 4 through 12 read below grade level (Alliance for Excellent Education, 2006). * About 31 percent of eighth-grade students achieve proficiency level as per the National Assessment of Educational Progress standards for their grade level (Alliance for Excellent Education, 2006). * It is far worse among low-income students where only 15 percent achieve proficiency level (Alliance for Excellent Education, 2006). * In inner-city/urban low-income schools, the average ninth-grade student reads at the sixth- or seventh-grade level (Alliance for Excellent Education, 2006). * Only 3 percent of eighth-graders read at an advanced level (Alliance for Excellent Education, 2006). * Reading is the foundation for many other subjects, including math and science. The average high school student does not have the skills needed to read complex texts.
