While Wilson acknowledges that administration is something that is a part and parcel of government, and it is successful, he admits that within democracy, there are more challenges than within monarchy (Wilson, 1886). Obviously, within monarchy, there are appointments and decisions made at the highest levels. The desires of the people are not always considered. Here, Wilson has a point. Yet, Wilson makes another curious point which is important to this piece and that is that administration is business as opposed to politics. This is in fact a primary notion as it relates to the rest of the material. This latter point is rather curious and may or may not be accurate. It seems that in reality administration is entrenched in politics and this is particularly true within democracy. Also, one might say that because of this, bureaucracy becomes a part of the picture. Wilson (1886) does go on to make the point that bureaucracy co-exists with government, but should be distinguished from political life. This is once again difficult to do. It used to be that jobs in the bureaucracy were given by appointment, but that practice ended with the Pendleton Act ("The Bureaucracy," 2001). Indeed, nepotism was a large part of government and today it is frowned on. Today, such a reality is considered corrupt. Still, Wilsons admonition that the administration should be distinct from politics but aligned with bureaucracy may be wishful thinking. Things have changed, but it is also true that people in office, or in various positions of government, are always political actors. It is the nature of the positions they fill.
