Introduction While growing up in the United States, many children were told to clean their plates and were reminded that children were starving in China. While the admonition might have made little sense to the children, they understood at least conceptually that they had more than someone else. Today, diet gurus contend that it is this mentality that has created a nation of obese individuals and it is true that Americans are probably the fattest people on the planet. There are people starving in many countries, and while there are pockets of poverty in America too, little one can find in the U.S.A. compares with the problems found in Africa for example. Not too long ago famous individuals like author Stephen King and U2s Bono made pleas to graduating students about Africas problems and the poverty that exists even in their own regions. While people are somewhat cognizant of the poor, they are also very much aware of the rich and famous. In fact, not too long ago the show "Lifestyles of the Rich and Famous" was a hit, and while people watched that with interest, they tended to turn the dial when Sally Struthers came on to beg for money for the poor children of the world. That is something people do not want to be confronted with. The idea of distribution of resources is as old as civilization. How does one go about distributing resources correctly?
