Veterans who had put their collective lives on the line for the country they loved did not receive the same loyalty and dedication upon returning home; rather, they found themselves without job skills, without money and without the necessary means by which to acquire either one. Many were even abandoned by their families while at war, making the transition from soldier to citizen that much more emotionally difficult. Veterans Affairs (VA) has been the instrumental force in providing a smooth shift for these men and women – and their families - by affording them education, home loans, pensions, medical care, life insurance and vocational rehabilitation to help segue back into a normal life. VA To the nearly sixty-three million veterans and their families living today, Veterans Affairs benefits make the difference between having a fruitful, worthwhile life after wartime and falling into physical,
emotional and financial disrepair. The second largest of the fifteen Cabinet departments, VA maintains nationwide health care and financial assistance programs, as well as burial benefits (Dyhouse, 2002), when
those benefits would have otherwise not existed. The scope of what VA provides to veterans and their families can only be put into perspective when one considers the fact
that benefits are still being paid to offspring and widows of both the Civil War and the Spanish-American War (U.S. Department of Veterans Affairs, 2005). Nearly sixty-four billion dollars was
spent in the 2004 fiscal year, with health care using twenty-nine billion, thirty-four billion for benefits and the national cemetery system utilizing one hundred fifty-five billion. Additional funding for
