The Seventeenth Amendment and Insuring Government Stability Research Compiled by 11/2011 Please 1. Prior to the 17th Amendment positions in the US Senate were elected by state legislature. The thought at the time of the original drafting of the Constitution was that, by allowing this body of representatives to be put into place by the states themselves, the Senate would be independent in a sense from the popular view of various issues. The original belief was that this detached view would be an asset that would insure a more serious consideration of the issue and a decision based on that consideration rather than a decision based on popular desire. This, however, proved to be an ill fated belief and one that would eventually be revised. The 17th Amendment took the power to control the Senate from the state legislatures and placed it in the hands of US citizens. Because of this amendment these positions were voted on by the people. While the governors of each state are allowed to appoint temporary senators, these positions are permanently filled by individuals who have been voted into the offices by the American public. This provision allows voters to directly voice their preferences in government through the direct election of U.S. Senators. It also puts considerable pressure on the Senators because they are held accountable by US voters who expect them to vote ...
