In September 1975 Congressional Investigator Britt Snyder uncovered the fact that the National Security Agency and its predecessors had been intercepting international telegraph signals, an action that was in direct violation of the 1912 Radio Communications Act (Pernot, 2010). Further investigation proved that the illicit activity, the illicit activity codenamed "Shamrock", had been occurring since the years following World War I (Pernot, 2010). Congress followed up on Synders discovery and confirmed that no only was the activity in violation of the 1912 Radio Communications Act it was also in violation of the Communications Act of 1934 (Pernot, 2010). Even more concerning, of course, is the implications such activity has under the Fourth Amendment of the Constitution. Unfortunately, our governments illicit monitoring of our personal communication continues to this day. It does so because of a hastily written piece of legislation passed by the George W. Bush administration in the aftermath of 9-11. Just as was the case with the Shamrock affair, the Patriot Act and the activities is condones are a direct attack on our Constitutional rights.
