Introduction British Columbia endured a significant problem that plagued many homeowners, and particularly those who purchased condominiums in the region. Problems included difficulties of single-family homes whose foundations were sliding in addition to expensive townhouse complexes where water would rush through the walls (Barrett, 1998). The problem was extensive and invasive indeed. For the unfortunate residents and homeowners, having to put up with water problems was depressing and many experienced emotional turmoil, not to mention the havoc it wreaked on Canadas real estate market. People simply did not know whom to trust. Also, it affected the health of residents. Moisture-induced mold and mildew are health hazards and infant deaths had been documented as a result of the fiasco (Byfield, 2001). Fungus problem can remain dormant for years as it grows behind walls (2001). The leaky condo problem created an insidious health dilemma. Because the problem was so widespread, the definition of leaky condo had been expanded to include any residential building within British Columbia for which construction had been completed between 1983 and 1998 (Barrett, 1998). The definition would also demand that the buildings experienced failures requiring repairs that exceeded $2,000 per unit, for multi-family construction, or $10,000 for a single-family dwelling or duplex (1998). The difficulties expanded into a legal situation that affected many sectors of the economy and also had a devastating effect on ordinary life for the affluent individual.
