The organization is involved in the various issues associated with oil spills and other chemical spills or substances which take place in the marine environment which originate from ships (ITOPF, 2008). This included immediate responses to help mitigate the environmental damage as well as administering the compensation schemes. To consider the organization its development and operations can be examined. The International Tanker Owners Pollution Federation was set up following the Torrey Canyon Spill, an oil spill which took place off the southwest coast of England in 1967, and involved 119 000 tons of oil (ITOPF, 2008). This was a catastrophic incident and motivated the tanker owners across the globe to take a more proactive approach in order to mitigate the potential impact of oil spills and to make sure that there was sufficient compensation which could be provided and timely manner that those who were affected. This was a scheme put into place through their own P & I Clubs (Protection & Indemnity). The scheme put into place was TOVALOP (Tanker Owners Voluntary Agreement concerning Liability for Oil Pollution) (ITOPF, 2008). This was a voluntary agreement for the provision of compensation which was funded by tanker owners (ITOPF, 2008). The main task of the organization was the administering TOVALOP. This was a hit system of compensation that was visualized in 1968, and was the tanker owners equivalent of the CRISTAL (Contract Regarding a Supplement to Tanker Liability of Oil Pollution), which was being put into place for the owners of cargo ships, these two compensation schemes were developed in parallel to each other (ITOPF, 2008).
