national security. This is true whether we are counteracting bioterrorism attacks, fending off air to ground missiles, or monitoring the actions of potential threats via satellite. Technology, however, is an ever-evolving phenomena. Not only can it be used to fend off attacks and to otherwise protect out national security, it can also be used to launch attacks against that same national security. The U.S. often even shares her technological innovations with her allies. Allies, of course, can change over time into enemies. This technological sharing is a critical component of our international relations yet it could feasibly result in us coming up against weapons that we ourselves developed. This fact too emphasizes the importance of constantly perfecting and advancing our own technologies. In a Senate committee meeting just this week Senator Orrin Hatch observed that there are currently some fifty seven bioterrorism threat agents. For those fifty-seven threats, however, we have only two FDA approved responses (Hatch, 2004)! The reason for that shortcoming is poor attention to the importance of research and development in biotechnology as it relates to national security. This is just one example of why the United States needs a national security strategy for technology. There are hundreds more. Since the September 11, 2001 terrorist destruction of the World Trade Center and the subsequent attack on the Pentagon itself, numerous government officials have come to more fully appreciate the importance of emphasizing technology in our national security strategies.
