to every student throughout the United States. Communities and governments willingly came forward with funding to ensure that their students were well educated and prepared to function in the
real world. However, since the mid-20th century, quality of public education has been falling off mainly because of poor funding procedures.
In most communities, public education is funded through property taxes, meaning that wealthier districts tend to have better schools than do poorer districts.
But for the state of Ohio, the school funding issue has become a huge controversy since 1991, when a lawsuit declaring that states funding of public schools as unconstitutional
and inequitable. Part of the problem with the way schools are funded doesnt lie so much with rich vs. poor property taxpayers, but with the various formulas the state
requires the districts go through in order to determine how much money per-pupil districts will receive. This paper will examine in detail
the current funding problems Ohio is experiencing, and take a close look at DeRolph vs. Ohio, the court case that brought these problems to light -- and that is dragging
on into its second decade of existence. We will attempt to prove both through the court case and through the system that the current method of funding is inequitable
