important - if not even more important - in a political setting as in the private sector in a company dealing with market forces and economic changes. In an
organization subject to periodic political changes, the society that the organization serves is more constant than political leadership but also changes over time. As example, a citys long-range plan
for development, education and transportation systems cannot be changed with every new mayor. Though political leadership changes may bring about shifts in focus - one governor may focus on
health care in the state, or enhancing the states educational reputation - the organizations working within that environment must have a vision of the direction they need to be working
in to best serve the people they exist to serve. An example is Healthy People 2010, a long-range strategy planning effort of the
US Department of Health and Human Services (HHS). Originally developed in 1980 as Healthy People 2000, it has been revised and extended now to focus on goals to achieve
by 2010 (About Healthy People, n.d.). It has survived four presidents and several changes in congressional leadership based on party affiliation to continue to guide the course of public
health initiatives across the entire country. HHS would have been far less effective over the past generation without its guidance based on strategic planning and strategic management. Assignment 2
