For example, Coordination DAD creates a cooperative working resolution between the federal government, the state, and local governments ("OES Recovery Manual," 2004). Coordination assures that those involved in a disaster will be provided with assistance with the most efficient methodologies possible ("OES Recovery Manual," 2004). This is the beauty of coordination. If one level of government is not able to help, another will. It is in the coordination effort between various resources that amounts to a culmination of a comprehensive program. An example of such a cooperative effort is the Public Assistance Program or PA. PA is administered through engaging FEMA as well as the state, which is effectively a grantee, in addition to the applicants who are considered sub-grantees ("FEMA: Roles and Responsibilities," 2007).
