five members of the family, who were shot by Soviet authorities, joined a long list of people who have died trying to escape from life behind the "Iron Curtain." The term "Iron Curtain" is a Cold War term used to describe the "iron" control that was employed by the Soviet government not only to keep its citizenry from leaving but also to stop the flow of information into and out of the communist-block countries. The Soviet border guards implemented the policies of the Soviet government. This military force kept life along the edges of the huge Soviet empire similar to life in a military-occupied zone for close to fifty years. The Universal Declaration of Human Rights of 1948 states that "Everyone has the right to leave any country, including his own, and to return to his country" (Deriabin; Bagley 293). The Soviet government signed this declaration. Whats more, twenty-five years later, the Soviet Union pledged in Helsinki to "simplify and administer flexibly the procedures for exit and entry" from the USSR (Deriabin; Bagley 293). Up until its final demise as a political entity, the Soviet Union not only never honored these accords, but that government continued to do all that was possible to prevent Soviet citizens from leaving the country. To leave the Soviet Union without official permission constituted treason under the Soviet Criminal Code (Deriabin; Bagley 293).
