truly correlated is an important question. Researchers Gerber and Mendelson conducted a recent study in which they attempted to explore the extent of this correlation in Russia, a country where
the democratic underpinnings are still largely unstable, by using survey data based upon self-reported experiences. Description of the Research Problem Issues of police brutality are, of course,
not confined to Western states. Since the collapse of the Soviet Union in 1991, indicators from non-governmental organizations, human rights groups, and others indicates that police misconduct is on the
rise, to the extent that public perception in the integrity and validity of the police and associated systems and institutions (such as the courts) has been severely compromised (Gerber &
Mendelson, 2008, p. 2). As Russia is still in the midst of rebuilding a democratic state in the absence of Communism, it provides an instructive model for the effect that
lack of public trust in police and justice institutions has upon the populace in an ostensibly free state. The researchers in this case reduced the problem to "four empirical questions"
that, when answered, might shed light upon the issue, the two most important being: "how do Russians perceive the police, the courts, and the use of violent methods by the
police (and) how, if at all, do experiences of police misconduct affect these perceptions?" (Gerber & Mendelson, 2008, p. 2). Research Methodology In attempting to address these
