These early theorists lay the foundation for what we know about organizations. The multilevel description refers to how the system tends to be separated for the purpose of study and investigation, for example, theories about group dynamics and performance and individual performance, motivation and so on. In truth, there is no consensus, no single theory that integrates the many different levels and facets of an organization, large or small, private or public. The reason that it is difficult for scholars as well as students to understand organizational theories is the very fact that there are so many of them but each is discrete and most represent a vast myriad of disciplines, such as psychology, sociology, economics and even education in terms of learning theories. The very jargon that is used makes comprehension and full understanding nearly impossible (Kozlowski and Klein, 2000). Nonetheless, organizational effectiveness is an issue that must be addressed by all organizations and it each organization must assess its performance. Zellars and Fiorito commented: "Although being effective seems an obvious requirement of staying in business, organizational effectiveness (OE) has been defined by a variety of effectiveness attributes. No consensus exists regarding its definition or measurement" (1999, p. 37). Evaluating an organization as a whole is a task that is left to experts, such as outside consultants who perform an organizational audit to find weaknesses and strengths and recommend ways to improve.
