of various independent agencies is that a power struggle results. This can be extremely detrimental in a law enforcement scenario. Consider, for example, a county with numerous independent police departments. If one of those departments is the largest the tendency is for that department to consider itself superior in one way or another to the smaller departments. The result is a festering resentment among the other departments, a resentment that gets in the way of accomplishing any sort of common goal. The scenario described above appears to be in full swing in the case study involving the county of Madison, a county with an estimated one million residents and thirty police departments (one for each of the communities in the county). The Milledgeville Department boasts 1,500 officers that are responsible for the protection of 600,000 county residents. The twenty-nine other police departments in the county are all small police departments with just a handful of officers and a much smaller responsibility in terms of the number of citizens. When a one-million dollar federal grant is received by the county even a multi-jurisdictional task force cannot seem to work out the details of how that grant will be distributed among the various agencies. It is obvious in this case that the Milledgeville Department, because of its size, is presuming a certain superiority over the other departments. While the Milledgeville police chiefs presumption that a larger share of the grant should go to his department (because of its relative size and the propensity of drug problems in the city) is logical, his presentation only fans the flames of an already contentious situation. ...
