That chain of command encompasses officers, non-commissioned officers, and enlisted personnel alike and it requires respect both up the chain of command and down the chain of command. When an individual disrespects another the consequences can be severe. This is particularly true in sensitive situations where cooperation is critical to achieving a specific goal. To insure that respect is in place in sensitive situations, of course, we must practice it even in non-sensitive situations. Disrespect from enlisted personnel in particular can not be tolerated at any time in the military environment. Respct is, in fact, a factor in the so-called "new military professionalism", a concept that arose in the 1970s and is attributed to Allan Stephan (Moran, 2001). It relates to a military that is characterized by "interrelated political and military skills, is concerned with subversive and internal security, and focuses on national development (Moran, 2001). Respect is a critical element in each of these foci. It is a necessity both in the internal regulation of a country as well as in the external security of that country. There are many examples of why respect is a critical element in the military. In wartime, for example, there are identifiable goals yet on the battlefield those goals are not always so clear. While many contend that men in the field should be privy to specific goals for each encounter with the enemy, that those goals should be not only identified but attainable in the minds of those that are fighting for them, the reality is that that cannot always be the case.
