Each President and his advisors have made a genuine effort to escape the difficulties and handicaps of preceding administrations and establish a system for policy development and interagency cooperation and support that also served as a mirror of his own beliefs and met foreign policy objectives according to his administrations viewpoint. Since the end of World War II, the National Security Council (NSC) has been the focal point of the United States foreign policy coordination system. It has, however, evolved and mutated time and time again to conform to the inclinations and demands of each succeeding chief executive. For fifty-two years, ten U.S. Presidents have used (or attempted to use) the National Security Council system to bring together foreign and defense policies in a concerted effort to preserve both Americas security and support Americas interests throughout the world. Numerous modifications and "re-engineering" of the NSC structure over the years have reflected a variety of management styles, changing national and international requirements, as well as a vast number of inter-personal relationships with the administration, the military, other agencies, and the United States Congress. According to the Office of the Historian in the Bureau of Public Affairs of the U.S. Department of State (), the National Security Act of July 26, 1947, created the National Security Council under the chairmanship of the President, with the Secretaries of State and Defense as its key members, to coordinate foreign policy and defense policy, and to reconcile diplomatic and military commitments and requirements.
