For some the history of military rule is a political period they would rather forget, however others also look to this era as one which was natural at the time and although had many disadvantages there were also some compensations in the military rule. The change came in 1964 when the country was again closed after the rule of Jo?o Goulart ended (Schwartzman 1973). This was not a sudden sand unexpected shift of government power, but arose due to instability of the country and the feelings of the electorate at the time of the 1964 election. The system which allowed this change was a democratic system based on three tiers and proportional representation fir the legislative body (Schwartzman 1973). Until 1964 the political framework was a presidential system with multiple parties represented within the parliament, and a direct balloting system for the members of the three tiers which were local, state and national. Suffrage was mandatory for all citizens over eighteen who were literate up until this point (Schwartzman 1973). The closing down of the country after the coup was only a start, it was further closed down by an extension of the First Institutional Act in 1968 which was a modification of the 1946 constitution (marianne/history.htm). II. Causes of the Military Coup There were many factors which lead to this position. There was already a history of military rule in the country when the former republic came to an end in 1930.
