In addition, different cultures have implemented different forms of juvenile justice based on what they thought was the best form of punishment. In fact, the juvenile justice system is constantly
changing and the predominant themes are diversion and deinstitutionalization. At all levels of society, there are increasing efforts to divert large numbers of persons from full processing under the law
and to refer them to voluntary community agencies. Deinstitutionalization has been linked to the policy of diversion but goes beyond it into the areas of community-based placement of many persons
who would once have been institutionalized. Furthermore, since juveniles were developmentally different from adults, it was deemed that they deserved a separate judicial system. This was first recognized in 1899
when juvenile courts were established in Illinois. All states except Maine and Wyoming had followed the lead of Illinois by 1925, and an enlightened era was underway. However things changed
in the late 1980s, as the rates of violent juvenile crime soared. Attributed to the crack cocaine trade and easy access to handguns, the arrest rate for adolescents charged with
murder reached alarming numbers. Fears of marauding adolescents without consciences, their brains permanently damaged by drugs fueled rapid changes in juvenile justice around the country. "Adult crime, adult time" was
